JOB TITLE: Senior Project Procurement Specialist  
DEPT/DIV: Procurement / Business Services  
LOCATION: COLORADO SPRINGS

Reporting Relationships

Reports to the Procurement Manager.

Job Summary

The Senior Project Procurement Specialist ensures the effective and efficient acquisition of goods and services. Keys elements of this role will include project support for supplier management, negotiations, contracts,  and implementation of project procurement processes. It partners with project teams, I.T., the Global Project Office and Finance to develop tools, lead activities and train individuals in project procurement. It works with all levels of management and staff in Compassion. This is an individual contributor role.

Duties and Responsibilities

1. Has a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ, maintains a courteous, Christ-like attitude in dealing with people within and outside of Compassion, and faithfully upholds Compassion’s ministry in prayer.

2. Working within one's influence, serves as an advocate for children around the world who live in poverty and are not able to speak out for themselves.  This includes being informed about the issues of children and influencing others to care about children who are in need.

3. Procurement: Effective and efficient acquisition of goods and services through procurement process planning, negotiations, understanding of requirements, supplier research and management, and contract management. Recommends and implements new processes and procedures relating to project procurement.

4. Project Management: Demonstrated experience leading the procurement element within project management teams based on PMI’s PMBOK.

5. Negotiations: Demonstrated ability to lead negotiations and manage the negotiation. Understands best value models and Christian principles of stewardship.

6. Contracts: Understands the principles and standard terms in non-manufacturing contracts for goods and services, with an emphasis on technology. Works with management to develop a model of commodity related contract templates and effective administration of contracts and renewals. Leads client understanding in contract terms, risk mitigation, remedies, obligations and options required for goods and services agreements. Reviews contracts for legal and executive approval

7. Technology: Proven record negotiating technology contracts including risk mitigation, sensitivity to ease of ongoing operation after implementation, contracting processes, cost reduction and performance quality measurements (SLAs). Demonstrated ability to comprehend and discuss complex technology with clients and vendors.

8. Finance: Evaluate the financial strength of current and potential suppliers. Assists staff in preparing accurate ROI and Cost/Benefit analysis and budget proposals to increase the likelihood of their approval and execution.  Understands the language of buy versus lease agreements.

9. Training Development Skills: Works with the HR and Global Project Office to create and implement a project procurement skills training course and certification.

10. Legal:  Working knowledge of procurement, export compliance and logistics law; contracts; intellectual property and software license law issues, including software license-to-use rights.


Knowledge, Skills and Abilities

1. Minimum of 5 years procurement experience including 2 years project procurement experience preferred with an emphasis on the RFI, RFQ and RFP processes and development, project procurement, negotiation of price and contractual terms/conditions, and supplier management.

2. Candidate will have a bachelor’s degree in business or related field with understanding of integrated business environments. Preferred candidate will be a certified in one of the following: CPM, CTPE, PMP or CAPM

3. Excellent communication skills, both verbal and written. Ability to communicate effectively with multiple organizational and professional levels, including multiple cultures; ability to coordinate and collaborate; ability to garner relevant information for effective analysis and decision-making. Essential qualities include ability to effectively interact with diverse and challenging personalities, and arbitrate escalation matters.

4. Working knowledge of the relationships between operating systems and applications and hardware platforms, critical network components, internet protocol, data storage and network security.

5. Demonstrated ability to succeed in demanding situations, maintain balance between technical and business interests, accomplish results through third parties, remain focused on objectives, and carry out responsibilities in a fast paced work environment.

6. Outstanding skills in negotiations, planning and organizing, analysis, and problem resolution.

7. Strong organizational skills, aptitude for math, detail-orientated and prioritization skills. A comprehensive knowledge and understanding of process and system development. 

8. Customer service attitude, with the ability to multi-task and be flexible with changing priorities.

9. Competent using Microsoft Office applications. Experience with Microsoft Dynamics Great Plains and project management software preferred.
