Crowley has been an Associate Research Professor at the University
of Colorado at Colorado Springs and Senior Economist for the Southern
Colorado Economic Forum since October 2001. He received his Ph.D.
in 1984 from New York University with fields of study including
quantitative methods in urban and regional planning, urban economics
and corporate financial theory. Mr. Crowley teaches corporate
finance and investments. He has served on numerous state and local
economic analysis advisory committees ranging from the Comprehensive
Plan for Colorado Springs to Tourism and Economic Development
in Colorado
As
President of Crowleys Consulting, Fred has consulted for
a number of firms from the Fortune 100 to family owned start-up
businesses. In the fall of 2003, he completed the Small Area
Forecast to 2030 for the Pikes Peak Area Council of Governments.
The forecasts are used to plan for housing development, employment
growth, road improvements, economic development and utility
infrastructure needs throughout El Paso County. In the spring,
Mr. Crowley conducted an assessment of City Utilities
development fee methodology for the Housing and Builders Association.
Currently, he is developing population, housing and employment
projections for the City of Fountain.
